The Planning Board  met last Thursday evening, April 24, 2008 and offered their thanks to Clerk Michael P. Findlen for his service the last three years with the Planning Board and offered best wishes to him for the next three years with the Board of Health.

TUESDAY MAY 13, 2008          ANNUAL TOWN MEETING BEGINS

The Planning Board has rendered a decision on the site plan application and two special permits for Mr. DiMartino at 240 Dedham Street and for Transit Seeding at 161 Dedham Street (to be renumbered to One Pine Street).  



In accordance with Chapter 40A of the M.G.L., the Norfolk Planning Board held a public hearing on Thursday, April 10, 2008 at the Norfolk Town Hall to discuss proposed changes to the NORFOLK ZONING BYLAWS which have been submitted to the warrant for the Annual Town Meeting 2008.  The Zoning Bylaws may be found in their entirety at www.virtualnorfolk.org or in the Planning Board office.  These articles being considered are:  

1.  To see if the Town will vote to amend the “Zoning Map of Norfolk, Massachusetts” dated April 2, 2002, to extend the B-1 district by rezoning the property at 19 Rockwood Street, Assessors Map 14, Block 49, Parcel 12, from R-1 to B-1.

2.  A proposal to address the issue of allowing multiple buildings on a single lot in a C4 district by a vote to amend Section K.4.a.1 so that it will read: “… (“PMLD”) is the development of not less than 80,000 square feet of land into a formally associated group of BUILDING sites on one or more LOTS as part of a common scheme by Special Permit by the Planning Board so that such LOTS or BUILDING sites need not be self-sustaining and adequate provisions are made for parking, drainage, septic disposal and other infrastructure needs of the LOTS, BUILDINGS or STRUCTURES so accommodated.

3.  To address the issue of allowing affordable houses in subdivisions to be provided in the form of duplexes designed to look like single family homes compatible with the architecture of the other homes in the subdivision by an amendment to Section H.3.e.2.  

4.  The Planning Board proposes the addition of an additional paragraph in section F.9.b.1.c.  Advertising adding to the chart at F.9.b.1.c.8 to allow one sign in the mixed use districts B-1 and B-4 and C-1 – C6.  Reading, “A residential development within a mixed-use Business or Commercial district shall be permitted one freestanding sign, including a Natural Rock with identification etching, per STREET, Road or Private Way.”

Zoning by-laws may be found under the town documents.  There are paper copies of the zoning by-laws and the revised rules and regulations/special permit rules and regulations available for sale in the Town Clerk's office.   The zoning by-laws will be changed and made available, however must go to the Attorney General's office for approval.  Please telephone the Town Clerk at (508) 528-1400 in advance to ensure copies are available.

The Planning Board meets most Thursday evenings.  Letters with comments about submissions to the Planning Board are welcomed by USPS, via e-mail or fax.

The Community Development Plan has been included on the website.  

The Master Plan has been adopted by the Planning Board and at the Fall Town Meeting 2007.  There is a link to the master plan on the front page of Town of Norfolk webpage.

Function
To ensure compliance with Chapter 41 of the General Laws of the Commonwealth of Massachusetts. The Planning Board also acts under the Norfolk Zoning Bylaw and the Planning Board Rules and Regulations for the Subdivision of Land and Site Plan Approval. The Planning Board is primarily responsible for Subdivision of land, Site plan approval, and the Scenic Roads Act Hearings.
