EDC Meeting Minutes 12-15-09

 1) Meetingminutes – Sept, Oct and Nov minutes sent to committees members today foracceptance.

 2) New committee members:  EDC is waiting for the appointment of Chris Watson by theBoard of Selectman and Planning Board.
Ted Petrakos expressed interest, considering appointment toGreg this month. Ted anticipated to attend a January meeting. Walter stated hewould contact Ted to confirm interest.

 3) Website - Discussed Prudential’s RE Village at River’s Edgebrochure and the references to residential property. All committee membersagreed that removal of residential references would minimize any confusion onwhat the EDC’s  focus is. Gregsuggested adding a link to Prudential RE for additional information.

 Bob suggested adding C1 property owners contact info to theEDC website. Lori asked if property owners should be asked if or notified thattheir contact info could be added. Bob stated this is all public informationand notification wouldn’t be required. It may be best to add all commercialsites to the website, in the form of a spreadsheet with owner contactinformation to allowing an interested party to contact them directly. Waltersuggested adding all available developable sites as we get owners who wish toadd their information to the EDC website.

 4) Southwood – The12/7/09 presentation of Southwood to theSelectmen resulted in approval to seek DEP & HUD brownfield funding optionsASAP. Town must be assured of no liability for funding support.

 The meeting with DEP/EPA and MassDev on funding informationscheduled for 12/14/09 has been rescheduled to 12/16/09. Walter and Bob areavailable to attend.

 5) 43D Consolidated application process - The Selectmen wereinformed of the DRCC approval for a mock application to “test the consolidatedapplication” program with the context of a Southwood program using existingconditions (Buildings, paving), initial sewer research, GIS data and trafficanalysis from 43D Grant consultants. They did not see that as a priority inadvance of the grant application programs. Mock Application needs a finalizedC&C consultant Traffic agreement @ $8K

 6) Biotech marketing – To bediscussed at next meeting when Mark Nelson is available

 7) MassEcon website – The EDC signed up for and receivesbulletins from MassEcon identifying property requirements from businesses witha desire to expand or move. Bob asked what the process was if a property ownerhad interest in an advertised business requirement.  An interested party would submit to the MassEconrepresentative, via email, an available property. the submission should includeall property info including size, any existing buildings, availableinfrastructure and contact info. The submission is reviewed by the MassEcon andpassed on to the business looking for space. If the business looking for spaceis interest or needs more info they would use the properties contactinformation.

 Lori suggested the bulletins be forward to Norfolk’sbusiness/commercial property owners so not to impede any flow of informationbetween interested parties. The EDC could respond with interest for suchproperties as Southwood for which we already have Caritas’ permission. Allagreed it is not the EDC’s intention to represent any property owner or beinvolved in real estate development beyond facilitating information.

 8) Facilitating information distribution – Bob asked how wecould distribute information about Norfolk to the regional developmentcommunity. Greg suggested using the MassEcon portal for ‘market ready’properties.

Need to look into what is required to use the site.

 9) Next meeting dates Jan 4th and 20that 8pm.
