EDC Meeting Notes     May 28, 2009

1.          Can 40B properties be included in the package?  Bob Bullock will find out. Bob Nicodemus issued two packages of forms. One group was mailed by the Town and the other was mailed by Bob Nicodemus.  MBTA sent signed forms back immediately.  Notary not needed for signatures.  We can go door to door if necessary to collect signatures.

2.          Bob Bullock has to get the map accepted by the Interagency Board as the regulation map.

3.          Part II of the IB application has to be reviewed and answers to the use of the grant money ($7,500) for the new area determined.

4.          Discussion of the Design Review Board of the town of Acton as a model for Norfolk.

5.          Lori-status of posting of past meeting minutes needs to be determined.

6.          BobNicodemus reported on Article 22- George Hall is not certain we have to go tothe state for empowerment.  Perhapsa sewer commission town bylaw needs to be implemented.  Town is looking at utility programssuch as sewer commission.  Is it acommission or the DPW?  No one knows for sure.  Need to adopt a town bylaw.  Feasibility study on the WW system wanted to be posted for the boards, 1) soil percolation tests done but ground water table not determined. Database history shows ground watertable OK.

7.          BobBullock is repackaging the consolidated application checklist.

8.          PropertyOwner’s information Meeting is in room 124 for June 3rd meeting,Walter to check out for PPT capabilities.

9.          Findout about the mock presentation efforts for Southwood.

10.          More conversation about Jack Hathaway and his need to sign-release the SEA consultant agreement for Southwood sewer-infrastructure feasibility.
