COMMUNITY PRESERVATION COALITION CONFERENCE
Andrea Langhauser reminds committee members of the up coming Coalition Conference taking place at Bridgewater State College on Saturday November 10, 2007 at 8:30 to 3:00 P.M. Copy of agenda attached
AFFORDABLE HOUSING ASSISTANCE PLAN (AHAP)
The Down Payment Assistance Plan name has been officially changed to AHAP
Scott Dittrich made a suggestion to hold an Affordable Housing Assistance Plan Informational Meeting. He feels that the best committee to handle an informational meeting would be Affordable Housing Committee.
Press Release suggested, to notify, those potentially eligible that there are funds available through the Community Preservation Affordable Housing Assistance Plan.
Paul Terrio will be reviewing Website Documents and making changes were needed.
AHAP PROVISIONAL LETTER
Committee Members Paul Terrio and Kevin Hughes submitted their versions of a Provisional letter. Committee members reviewed both letters. They are in the process of consolidating both letters into a final draft. Final Draft will be filed with the CPC.Copy of draft letter attached
HIGHLAND LAKE PARCEL UPDATEAndrea Langhauser spoke with Attorney Dan Hill. She was given a price of approximately $5,000.00 to $6,000.00 to handle closing of Highland Lake. George Lugdon is the Weeber attorney and will be handling Purchase and Sale Agreement. The selling price will be $525,000.00. Title Search will determine of the title is clear. The land may need to be resurveyed. Warrant Article has been written for $550,000.00. (Final costs are currently unknown.)
CHICATABUT
CPC will be getting the Chicatabut Land (Stub) appraised
Appraisal is needed to present to the Town at Town meeting
Public Notice needs to be advertised in order to notify those with claim to the land.
Those whom have stated claim need to be formally notified.
The actual appraisal value needs to be placed into an account.If unclaimed the funds in account go to the Commonwealth of Massachusetts.
As a board, Andrea Langhauser would like to determine if we should move forward with Chicatabut.
Committee members agreed to have an appraisal performed on Chicatabut Stub.If any questions are asked at Town meeting the CPC will be referring questions to George Hall.
TOWN MEETING PRESENTATION – Highland Lake
Andrea Langhauser drafted an outline on the Highland Lake Property Presentation.Copy attached with breakdown of projects financed by CPC
The committee agrees that a presentation of Highland Lake is important for Town Meeting.
David Lute stated that Con Com would like to purchase property.
Committee discussed Andreas outline and made necessary changes.

2.) Expands conservation parcels3.) Water supply protection4.) Significant wildlife habitat/unique natural resources 5.) Farm preservation6.) Significant scenic vista or landscape 7.) Active recreation8.) Passive recreation9.) Development Pressure (+size) 10.) Accessibility / Visibility (Location in Town)11.) Historic Significance 12.) Price/Acre13.) Affordable Housing Significance
Rating= 3Cyndi Andrade would like to put together a poster board outlining Highland Lake Property for Town Residents to view.
The Presentation will contain approximately 10 slides
There will be an update of projects listed
Andrea Langhauser would like to produce a GIS map for Town Meeting.
NORFOLK GRANGE
Betsy Pyne gives the committee an update of the Grange Project. Massachusetts Historic Commission will be signing the restriction. Unfortunately, the project is unable to start until the document is signed.
ROCKWOOD ROAD
Scott Dittrich has been contacted and the CPC’s offer of $400,000.00 has been accepted. Scott Dittrich explains that Town Meeting was missed. He would like to have a roundtable meeting of all boards.
Proposal One: Tear down existing structure and replaced with two duplexes
One facing the Grange
One on Hillcrest Rd.
4 Units TotalSewerage can be pumped to existing Hillcrest Village System, making more land available for development.
Proposal Two: Fix / Repair existing structure (approximately 95 years old)
Build additional building on Hillcrest Rd.
Cyndi Andrade questioned if it was cost effective to tear existing building down and rebuild?
In Scott’s opinion it is easier to tear down and rebuild structure.
There is the possibility of asbestos and lead paint in existing structure.
Money would come from Trust. Trust funds/ $ comes from Borelli Project. $10,000.00 per units sold on Town Hill. These funds need to be used for Affordable Housing
Current Balance in Account $130,000.00
Scott Dittrich requested copies of all documents and correspondence related to Rockwood Road.
CPC WEBSITE / EMAIL
It has been recommended that the CPC email address be used to communicate with the committee. Jamie will be forwarding CPC email messages to mthoener email
MANN POND
Richard Connors spoke with Betty Ray. She was under the impression that the CPC was no longer interested in her property, due to the purchase of Highland Lake. Richard reemphasized the CPC’s interest in Mann Lake.
AIRPORT PROPERTY
Tom Terpstra explains to the committee that the Recreation Department is interested in the Airport Property. Recreation isn’t interested in the whole property. They are only interested in the unbuildable portion for the purpose of placing ball fields. He is hoping that the current owners are receptive to their request.
Richard Connors questions if it is possible for Paul Terrio to contact owners to make a determination if they are interested in selling a portion of the property.
LONGOBARDI FARM
Betsy Pyne visited the Longobardi Farm with several women from the Massachusetts Historic Commission, when they reviewed the national registered sites. While at the site Betsy spoke with Nancy Longobardi. Betsy expressed the CPC’s interest in the property. The deal has fallen through and they are still interested in selling. The property is unbuildable. It is located near Mill River.
VOUCHERS
Committee members approved and signed several vouchers. They include the following.

Verizon $27.76
W.B. Mason $58.79
Vouchers submitted to Finance Department on October 18, 2007 for payment.
KEYCARD
The board of Selectmen’s Office submitted a Keycard Signature form for Chair Andrea Langhauser. Form signed and returned to the Board of Selectmen’s Office. When the Keycard is returned, Andrea will receive a signed copy of return verification.
The next CPC Meeting is scheduled for Monday November 26, 2007 @ 7:30 in room 124. (Posted and scheduled with Town Clerk. Will appear on Town Website Calendar)
