READING OF ARTICLES

Chairman Paul Terrio reads/reviews Warrant Articles with committee members
Brief Description of each:

        Article 23 - Appropriate the sum of $35,000.  From the annual revenues in the CPF for the                                 purpose of creating an administrative and operating budget for the CPC.

Article 24 - Reserve a sum of money equal to the state mandated minimum amount of 10% from                       the FY2008 CPF revenues for the creation, acquisition and preservation of Open                            Space for future appropriation.

Article 25 - Reserve a sum of money equal to the state mandated minimum of 10 from FY2008                        CPF revenues for the creation, preservation and support of Affordable Housing for                         future appropriation.

Article 26 - Reserve a sum of money equal to the state mandated minimum amount of 10% from                       FY2008 CPF revenues for the purpose acquisition, preservation and rehabilitation                          and restoration of Historic Resources for future appropriation.

Article 27 - Vote to allocate from the CP Affordable Housing Fund an amount not to exceed                             $100,000.00 to fund an affordable housing purchase price subsidy program for                               current and former Norfolk Residents, Parents of Norfolk Residents, Children of                            Norfolk Residents, Employees of the Town of Norfolk, Employees of the School                            Districts serving the Town of Norfolk.

Article 28 - Appropriate $10,158.00 from the CP Historic Preservation Fund for the purpose of                         restoration of the Town of Norfolk Vital Records: including birth certificates, Death                       and Marriage Certificates

Article 29 - Transfer unspent funds from expired or completed projects into their designated                              accounts, to total not to exceed $12,412.58 as follows:

$1,683.00 from Pond Street Shade Project to Open Space Fund
  $905.05 from Tramp House Project to Historic Preservation Fund
$8,824.53 from Brick Walkways Project to the open Space Fund
$1,000.00 from Webber Land Project to the Undesignated Fund

Article 30 - Appropriate a sum of funds to acquire a parcel of land located at 35 Rockwood Rd.,                        and any existing structures thereon, for Affordable Housing purposes, using                                    affordable housing and undesignated funds from the Norfolk Community                                        Preservation Act Fund.

Paul Terrio discussed the appraisal performed by F.W Bucklin Appraisors.
It was broken down into 3 approaches:
        Sales Comparison Approach ( $400,000.00 )
        Income Approach ( $375,000.00 )
        Cost Approach (if developed) ( $ 395,500.00 )

Andrea Langhauser is still concerned about the septic system that is under capacity.
Should the Town take on the burden of the septic?
Advisory Board is aware of the offer amount, they are interested in what other costs are associated with the purchase of this property.

SCHOOL HOUSE RESTORATION

Betsy Pyne requested that the Historic Committee be placed on the agenda for May ‘07 Meeting regarding the School House Restoration Project.  

Paul Terrio is concerned that the project has been put on hold for two years. The cost of completing the project has most likely increased.  There is a current balance of approximately $68,000.00 in the project account.  The Historical Committee will be meeting on April 26, 2006 to discuss the School House Restoration.

TOWN POND

Paul Terrio is concerned that Town Pond Project Funds could remain tied up.

It was suggested that Anne Proto be approached to discuss project.

Cyndi Andrade gave a brief update of the Phragmites removal:
An Eagle Scouts candidate is going to take on the project of removing the Phragmites It has been approved by the Conservation Commission
        Plan is to cut down two areas of Phragmites, they will be covered with plastic and will                   remain covered through a growing season.
        Re vegetation at this time hasn’t been discussed.
        
BUDGET

Jane Wall update FY06 and FY07 CPC Budget

Jane will be adding the CPC Budget to the Town Website and will periodically update.
It will have a link under both the CPC Page and the Finance Department Page.
(Budget information changes on a daily basis - frequency of updates will take place twice a year)

WEEBER PROPERTY

Scott Dittrich gives an update of the Weeber Property.  He had to locate a plot plan and deed for the property.
Landmark Engineering will be percing the land.
Weeber Property will be discussed at Town Meeting.

Scott made a suggestion for the Town of Norfolk to swap a piece of land with Wall Street Development.
The Town would pick up additional land, and not build on Chicatabut.  The land being discussed is the six acres that has been set aside for affordable housing.  
Andrea Langhauser had the plans for Fern Ridge and the committee reviewed.  

RIVERS EDGE

Paul Terrio suggested approaching Deplacido Development regarding affordable housing units in Rivers Edge.
Scott Dittrich chose not to discuss due to a conflict of interest.
Members Betsy Pyne, Cyndi Andrade, Richard Connors, Paul Terrio and Andrea Langhauser all felt this could be a positive approach to increasing affordable housing stock within the Town of Norfolk.
MASTER PLAN

Lori Scholl and Bob Nicodemus were present to discuss the Master Plan with committee members copy of Master Plan - draft  on file with CPC
Lori and Bob are interested in determining if the Community Preservation Committee can be a resource to the Master Plan  

Numerous changes were discussed between the Community Preservation Committee and the Master Plan Committee.  Updates and changes will appear on final draft of the Master Plan.
