Community Preservation Committee Members review Meeting Minutes of February 21 and February 27, 2007.

TOWN HALL WALKWAY PROJECT
Butch Vito from the Department of Public Works has requested to use the remaining funds in the Brick Walkways Project to install Lighting.  There has been an article written to move those remaining funds back into the Community Preservation Fund.

The Committee, along with Butch Vito, discussed several options on how to continue.
Option 1        Move forward with Current Article (as written)
Option 2        Amend Existing Article  
Option 3        New Project Submission

After lengthy discussion the committee suggested that Butch Vito submit a Lighting Project Submission for vote Fall Town Meeting ‘07.

Butch Vito will return at a later date to present project to Community Preservation Committee

35 ROCKWOOD ROAD
Community Preservation Committee Member Scott Dittrich walked through 35 Rockwood Road with David Roche.  (Builder and Franklin Building Inspector)

The structure located at 35 Rockwood was found to be old but sturdy.
Unfortunately, it is in need of repairs
OVERVIEW OF BUILDING.  
The entire Electrical System needs to be replaced
The building is currently utilizing a cesspool, and is in need of a Septic System
Title V inspection is required (current owner responsibility prior to sale)
Upstairs Apartment Egress Problems (there needs to be 2 forms of egress in each)
Plumbing appears to be in order
Heating Systems - 2 are brand new
Units are in need of Hard Wired /Battery Operated Smoke and Carbon Monoxide Detectors.
Basement takes Water (no extreme)
New Bathrooms have been installed
Flooring has been replaced and refurbished
Windows need replacement
Insulation needs to be evaluated
Roof needs to be evaluated

Scott Dittrich, would like to evaluate the possibility of pumping the sewerage to Hillcrest Village Septic System.  The advantage would be that it would leave land available for construction as opposed to using the land for septic and leaching field.
He suggested using an Engineer to determine the feasibility.
There are grants available:
        Transportation Grant - due to proximity to Railroad Station
        Rehabilitation Grant - state funded for the purpose of rehabilitating old building
The Community Preservation Committee would need to hire a grant writer.

Appraisal Price is less than the Asking Price
CPC guidelines state that the committee can not purchase for more that the Appraised Value

Repairs could cost $150,000.00 +

Scott Dittrich would like to purchase the property. And tear down the existing structure if it doesn’t meet Town of Norfolk Building Codes.

The building does need to be vacant prior to purchase.

All Units will remain 55 and older.
Potential renters need to be income eligible.
There is the possibility of lead paint.  The ability to place a family with children in one of these units isn’t possible.

Scott Dittrich also feels that we need to find out if the seller, is still interested in selling, based on the appraisal value.

MASTER PLAN
Andrea discusses the master plan.  She has outlined some goals and objectives and the implementation.
Unfortunately, the implementation hasn’t been approved by the Planning Board.

The last Master Plan on filed was written in 1992

In the master plan there are seven categories:  
        Economic Development - Business and Commercial
        Housing (including affordable housing)
        Natural Resources
        Facilities and Services
        Open Space   
        Circulation Systems
        Implementation

Andrea reviewed Master Plan Document (read) came from the Master Plan Committee

Goals are the vision statements - increasingly broad.
Objectives - How we will meet

Andrea suggested that the Master Plan Committee join our April Meeting to discuss options.

AFFORDABLE HOUSING TRUST FUND
Affordable Housing Trust Funds are in place in other Towns (being used)
CPA Funds for Trust Fund use need to be voted during Town Meeting.
Annual Allocation needs to be voted at Town Meeting

It is required to have Five Trust Fund Trustees
        One must be the Chief Executive Officer of Town
        Remaining Trustees are appointed by the Board of Selectmen
        (Serve a term not to exceed 2 years)
Trustees still need to be determined
Guidelines still need to be determined

ETHICS
Betsy Pyne attended and Open Meeting Law Seminar

Some of the topics touched upon:
Conflict of Interest
Conducting Business over the Telephone and through Email
Quorum majority guidelines

Based on the topics discussed the Community Preservation Committee is conducting business properly.

Will be contacting the State to request additional copies of the Open Meeting Law Guideline Binder      (617 727-2200)

COMMUNITY PRESERVATION COALITION - MEMBERSHIP

Copies of the Community Preservation Coalition Membership Program - distributed to members
Andrea Langhauser read the letter forward to Paul Terrio from the Coalition

Scott Dittrich makes a motion to approve the disbursement of $1,500.00 towards Coalition dues to the Community Preservation Coalition of Massachusetts.

SOFT SECONDS

Sarah DelMastro submitted a package on the Soft Seconds Loan Program

It was suggested that a Soft Seconds Loan Expert be available at our next Lottery to answer questions and help applicants with process.

There should also be a DPAP/Soft Seconds Loan Information Night available prior to our next Lottery.
