Minutes for the CPC Meeting February 27, 2007
The meeting was called to order at 7:35. Members present were Paul Terrio, Kevin Hughes, Betsy Pyne, Richard Connors, Cyndi Andrades, Andrea Langhauser,
The minutes of the previous meeting of February 13, 2007 were discussed. A motion was made by Richard Connors and seconded by Cyndi Andrades to accept the minutes as written. It was a unanimous vote to accept the minutes.
We discussed and voted on eight articles for the Spring Town Meeting. The exact wording of the 8 articles is attached.
Article 1. To appropriate $35,000. For the CPC administrative budget. A motion was made by Richard Connors and seconded by Kevin Hughes. All voted in favor.
Article 2. To set aside 10% of the currently available CPC funds for the open space account. A motion was made by Richard Connors and seconded by Kevin Hughes. All voted in favor.
Article 3. To set aside 10% of the currently available CPC funds for the affordable housing account. A motion was made by Richard Connors and seconded by Kevin Hughes. All voted in favor of the motion.
Article 4. To set aside 10% of the currently available CPC funds for the historic preservation account. A motion was made by Richard Connors and seconded by Kevin Hughes. All voted in favor.
Article 5. To set aside $100,000. of funds from the CPC account for the purpose of the affordable housing Price Subsidy Program. A motion was made by Richard Connors and seconded by Kevin Hughes. All voted in favor.
Article 6. To appropriate $10,158.00 for preservation of Historic Records and documents in the office of the Town Clerk. A motion was made by Cyndi Andrades and seconded by Kevin Hughes. All voted in favor.
Article 7. To return unexpended funds from various accounts to the CPC undesignated funds account. These unexpended funds are from completed projects. A motion was made by Kevin Hughes and seconded by Cyndi Andrades to return the unexpended funds. All voted in favor.
Article 8. To purchase a residence currently used as 4 rental units located at 35 Rockwood Road to be used and designated as Afforable Housing for a figure to be announced at town meeting. A motion was made by Andrea Langhauser and seconded by Kevin Hughes. All voted in favor.
There was a brief discussion about the Town’s pursuit of the Home Rule Petition to enable the CPC to vote on the Recreation Building project on Pond Street. It was suggested that we take a straw vote to determine if we would support the building project should the Home Rule Petition be successful. A motion was made by Kevin Hughes and seconded by Richard Connors to vote on whether we wished to vote on the question at this time. All voted no. A straw vote was not taken.
There was a discussion about drawing up a more detailed description of the job and duties of our Administrative Assistant. We need to expand the job description to clarify what work and practices we expect. With that done we will be able to do a salary review for Michele. Paul suggested that Cyndi and Andrea draw up this more complete job description.
Motion to close the meeting was made by Andrea Langhauser and seconded by Kevin Hughes at 7:55. All voted in favor. The meeting ajourned at 7:55. .
