ELECTION OF NEW OFFICERS:
Chairwomen: Paul Terrio makes a motion the elect Andrea Langhauser as the new Community Preservation Committee Chairwomen.

Vice-chairwomen: Paul Terrio makes a motion to elect Betsy Pyne as the new Community Preservation Committee Vice Chairwomen.

Richard Connors extended a Thank You to Paul Terrio for his work as the Committee Preservation Committee Chairman, as well as, all the members present.
HOUSING ASSISTANCE PROGRAM: (Formerly DPAP)
Paul Terrio recaps that the Housing Assistance Program is based on 10% of the purchase price up to $20,000.00 with FY08 Funds
Application process will be continual on a first come first serve basis.
Previous applicants received a letter suggesting that they reapply.

Andrea Langhauser requested that Paul Terrio make changes to all 4 documents. When complete she would like him to forward to Town Counsel and herself for approval. Once approved she would like them added to the Application in hard copy and on the Website Application.

HIGHLAND LAKE:
Paul Terrio addressed to committee regarding the Highland Lake Property. He is interested in finding out where the committee stands at this time?. The asking price is $575,000.00. This price is based on 4 parcels of land totaling 44.8 acres. With potential for build able lots. Paul Cahalane approached the committee regarding purchase. Property is currently on the market.

Water Quality (tests have been performed January)
Housing Availability
Kevin Hughes questioned, what the land would be used for if the Town were to purchase?
Would it be used for Recreational Activity?
Andrea Langhauser suggested that the Water Quality should be tested in the Summer Months.
Richard Connors was lukewarm to the purchase as no town groups have come forward to take ownership, sponsorship or encouragement of purchase as of today.
Andrea Langhauser thought the Town Residents were in favor. She went on to explain that the property was part of the Town of Norfolk Green Belt Andrea Langhauser thinks highly of the property.
Cyndi Andrade suggested having a meeting with Recreation and ConCom to determine how the property can be used. Cyndi would also like to do Water Quality Testing.
Cyndi Andrade would like to do another site walk?
Betsy Pyne questioned the pollution and algae problem. Will the Committee be responsible for clean each time it becomes polluted or over ridden with algae.
The Town of Norfolk would be Land Owner.
Kevin Hughes questioned if this would be a potential property that the Trust for Public Land would look at? Andrea Langhauser didn’t feel that it would be.
Kevin Hughes feels that we as a Committee have to make a determination if this is a piece of property of interest.
Warrant closes on August 20, 2007
“Betsy Pyne stated that the Highland Lake area is significant in Norfolk’s history as The Highland Lake Grove. Picnics, amusements, public speakers and religious revivals took place there from 1876 until the 1920's. It would be a good thing to keep what is left of the area intact and available for the enjoyment of the public.”
Tom Terpstra feels that the Highland Lake has possibilities. He is concerned with the Water Quality and Prison Pollution.
There are numerous steps that need to be taken prior to acquiring property.
Kevin Hughes questioned if we are required to have a Public Hearing?
Andrea Langhauser responded that there needs to be a Public Hearing if it will be presented on the Warrant.
Site walk scheduled for 9:00 a.m on July 28, 2007. Members will be meeting at 20 Main Street
Paul Terrio makes a motion to request that the Recreation Department have Water Quality Testing performed at Highland Lake.

(CPC will be paying for the water quality tests out of the CPC Expenses/Administrative Account.)
Andrea Langhauser will be sending out an email to other boards and committee chairpersons regarding the Highland Lake Property.
Andrea Langhauser will suggest a roundtable discussion regarding Highland Lake Property with other committees.
RECREATION REQUEST:
Tom Terpstra submitted an application on behalf of the Recreation Department.
Project Name: Kids Place
Project Location: Boardman Street
Construction Cost: $75,000.00 to $100,000.00
Other Costs: $25,000.00

Tom Terpstra explained to committee members that the existing playground has been inspected. It was found that the underground structure is deteriorating and cracking. This type of wear is dangerous to those using the structure. There are safer alternatives.
Richard Connors questions if CP Funds can be used for this purpose?
(There is pending legislation regarding the use of funds for recreational purposes on properties not acquired with CPC Funds.)
Andrea Langhauser will contact DOR to find out if Funds can be used to repair existing playground structure?
CHICATABUT:
Scott Dittrich is meeting with Jack Hathaway on July 19, 2007 regarding Chicatabut.
AFFORDABLE HOUSING:
Scott Dittrich is currently looking at every piece of buildable land the Town owns. Affordable Housing has been offered a house located at 23 Leland (ranch style). The actual home needs to be moved by September. Chicatabut is one of the locations being questioned.
Moving House Trust in Massachusetts - Scott Dittrich has attempted to contact this organization to find out if they will fund.
There are No Town of Norfolk Housing Trust Trustees. Scott is currently attempting to be appointed as a trustee.
The home located at 23 Leland is a Perfect Affordable House (similar to what Homes for Humanity would build.)
Scott Dittrich has seen the home.
Ranch Style Home with 3 bedroom and 2 bathrooms
Excellent Condition on the Outside
Easy to Move
Cheaper than building a new affordable home
Scott is trying to locate a piece of land that is established. Meaning that a roadway doesn’t have to be constructed. Right now he isn’t sure if there is anything available that meets his criteria. In the next 60 days Affordable Housing needs to locate a property/land, construct a foundation, get testing done on the land to make sure it meets requirement and have a septic system engineered/designed.
FALL TOWN MEETING:
At Fall Town Meeting the CPC is suppose to report additional information available on the Weeber Property.
