PREVIOUS MINUTES

Community Preservation Committee Members review and amended Meeting Minutes dated April 18, 2007.
Cyndi Andrade moves to accept the minutes as amended

ROCKWOOD ROAD

Chairman Paul Terrio gives an update on the Rockwood Road Property.
The Community Preservation Committee made an offer on the Rockwood Rd. Property.  The Property owner, through John Cahalane, made a counter offer of $479,000.00.

Due to Department of Revenue regulations, the Community Preservation Committee is not allow to purchase property for more than appraised value.

The Advisory Board has voted to Indefinitely Postpone the purchase.

Cyndi Andrade moves to Indefinitely Postpone Article # 30 to acquire 35 Rockwood Rd.
Seconded by Richard Connors

HIGHLAND LAKE

It was brought to the Community Preservation Committees attention that the Town Engineer had the wrong information on the lots, which in turn held up the Appraisal.  
Will be on the August Warrant Articles.

WEEBER PROPERTY

George Hall in the process of proceeding with an eminent domain.
There is currently no clear access form Chicatabut.
Title isn’t clear.
There is a potential claimant that has come forward.  
Selectman Jim Lehan will address Weeber Property if any questions arise at Town Meeting.

DPAP renamed “HAP”

“HAP” Housing Assistance Program
Second Recipient was unsuccessful in securing a unit on Town Hill.
A third family has contacted Paul Terrio regarding Down Payment Assistance Grant.

Paul Terrio suggested several changes in the Housing Assistance program:
        1.)  The first would be a first come first serve program
              (Once the budget is exhausted the committee would need to request additional funds).
        2.)  Grant Award letter would be extend 1 year (from date of issue).
        3.)  If necessary,  Lottery proceedings would be held.

SCHOOL HOUSE RESTORATION

Betsy Pyne speaks to Committee regarding the School House Restoration Project.

The Historic Commission met to discuss the location within the Library of the Historic Model of the school room.
 
TOWN POND

Tom Terpstra spoke with the Committee regarding the progress at Town Pond.

Town of Norfolk Engineers have completed their survey.
Fish and game has approved access to the Pond.
Easement were drainage pipe is located will be used as access
                Walking access from Seekonk St. / Town Pond Parking Lot / Handicapped Access is still being accessed  

It has been suggested that Anne Proto attend our May Meeting to discuss Town Pond

TOWN MEETING PRESENTATION

Chairman Paul Terrio distributed to Committee Members Presentation Package for Town Meeting.

Paul Terrio prepared the initial presentation for Town Meeting.  Committee members reviewed and made the necessary changes.

NORFOLK GRANGE
Betsy Pyne explains to Committee Members that the Norfolk Grange is experiencing a problem, with signing the mortgage and with the way the mortgage was written.  

The Massachusetts State Grange has forbidden the Norfolk Grange from signing the mortgage.

Paul Terrio will be contacting Jack Hathaway for clarification on Grange mortgage.   
Paul will be requesting that George Hall be present at May Community Preservation Meeting.

The next three meetings are scheduled for:
        May 16, 2007 @ 7:30 in Room 214 Town Hall or K.P. Middle School
        May 30, 2007 @ 7:30 in Room 124 Town Hall
        June 20, 2007 @ 7:30 in Room 124 Town Hall
