MEMBERS PRESENT: Paul Terrio, Richard Connors, Scott Dittrich, Tom Terpstra, Cyndi Andrade, Michele Thoener, Secretary

MEMBERS ABSENT: Kevin Hughes, Betsy Pyne, Andrea Langhauser, Jason Talerman

Meeting called to order @ 7:40 p.m. by chairman Paul Terrio

Scott Dittrich makes a motion to accept the minutes as written
Richard Connors seconds the motion
All In Favor
November 15, 2006 Meeting Minutes were voted and accepted as amended by the committee

AFFORDABLE HOUSING

Scott Dittrich update on Affordable Housing
Spoke with Bruce Simpson - Burelli document states that affordable units do not have to be released until they sell 9 units
  
Burelli declined to attend a CPC Meeting - invitation was extended by Paul Terrio

2 - 55 and older units have been sold

HIGHLAND LAKE PROPERTY

Guest - John Cahalane representing Dr. Weeber

John Cahalane contact Paul Terrio three weeks age regarding property owned by Dr. Weeber

Dr. Weeber is interested in selling land to the Community Preservation Committee

Mr. Cahalane presented assessors map

Property location: Highland Lake
                      Frontage on Main Street - King Philip Trail / Seekonk Street
                      Two Lots - with new zoning the land will be combined into One Lot
                      There is a right of way to the property
                      All Land is located in Norfolk
                      41 acres including lake
                      Lot # 34, 35, 51 and 18
                      Lake is located behind the State Prison (16 acres- approximately) 
                      There is a dam located on the property    
                      A majority of the land is Ledge                   

The Community Preservation Committee is interested in walking the property
        Site visit tentatively scheduled for December 30, 2006 @ 10:00 a.m.   
        (Would like to walk property - prior to appraisal)              
Dr. Weeber and Mr. Cahalane would like a response within 30 days

Community Preservation Committee had several questions:
        Is the land build able?
        Who controls the dam?   (Located under Railroad Tracks)

Should go before the Town as an Article for Spring Town Meeting ‘07

Property is assessed at $774,500.00 - Asking Price is $575,000.00

TOWN POND PROJECT

Tom Terpstra update on Town Pond

Conservation Commission denied request to attend CPC Meeting
Recreation Department presented plan to Conservation Commission

State has 70 days to make a decision (from date appeal is sent)
Even if the State agrees with recreation use the Conservation Commission can deny due to by-laws
If this occurs it can then go to court

STAHL PROPERTY (61B Property)

Richard Connors update on Stahl Property

Robert Stahl presented the Community Preservation Committee with a letter stating his interest in selling property bordering Pine and Everett Streets.

Mr. Stahl has stated that he doesn’t want the land developed.  He would prefer that it be used for Recreation and Open Space

Scott Dittrich makes a motion to approve the appraisal of the Stahl Property
Cyndi seconds the motion

NORFOLK GRANGE

Restriction is complete
It is at the Massachusetts Historical for review

Currently there hasn’t been any work done at the Grange

TOWN REPORT DEADLINE

Cyndi Andrade will be drafting Town Report - Due Date is February 1, 2007

ARTICLES SPRING TOWN MEETING

Deadline Date for Articles for Town Meeting - February 22, 2007

Paul would like to see both the Stahl Property and Highland Lake Property as Articles for Spring Town Meeting ‘07 - Decision will be made at CPC Meeting on January 17, 2007
(CPC will need appraisals on both properties and water testing on Highland Lake Property)

OTHER BUSINESS

The Community Preservation Committee needs to write an Article to move unused funds of closed projects back into the CPC Fund (were it was appropriated from)
(re: Shade Structure, Library, Tramp House, etc)
