Meeting called to order @ 7:40p.m. by acting vice chairman Andrea Langhauser

PREVIOUS MINUTES
September 20, 2006 Meeting Minutes were voted and accepted as amended by the committee
Richard Connors makes a motion to accept the minutes as amended
Kevin Hughes seconds the motion

TOWN POND
Tom Terpstra gave committee an update on the Town Pond Project
Conservation Committee approved removal of Phragmites
Phragmites removal cannot begin until recreation receives a letter in writing the Order of Conditions
(2 to 3 Weeks)
Town Pond may loose another season- removal must be performed while roots are growing for best results
Projected completion date Spring 2007
Highway Department - removing brush (they have gone as far as they can until the Order of Conditions is Received)
Water Testing is complete
Residents are attempting to establish a group - “Friends of Recreation”
AFFORDABLE HOUSING LOTTERY - Scott Dittrich
Kevin Hughes gives an Affordable Housing update on behalf of Scott Dittrich
Kevin supplied the committee with a draft “Town of Norfolk, Affordable Housing Down Payment Assistance Program, Applicant Acknowledgment
Eligibility Criteria outlined” that was discussed
The reason for this document is to:
Protect the Community Preservation Committee
Award Eligible Applicants
Give Applicants a better understanding of program
It was discussed that Kevin should make additional changes to the document for a discussion at a later meeting to get input from the members absent at this meeting.
NORFOLK GRANGE
Betsy Pyne gave an update regarding th Norfolk Grange Project
Still waiting for a draft Preservation Restriction from George Hall, that can be sent to the Mass. Historical Commission for its review and approval
The Preservation Restriction (dated 10/06), Mortgage, and Right of First Refusal documentation are still not what was requested by Betsy. I have printed hard copies for our files (dated 10/06)
TOWN MEETING PREP
Article 11 - committee would like to request that an extra $100,000.00 be deposited into the Down Payment Assistance Program Account
Requesting additional funds for Fiscal Year 2007, due to the increase, in applications for available units on Town Hill and the Lower Housing Prices
Formal presentation not necessary.
(Be prepared to answer questions if asked)
Article 20 - committee members agreed that a Power Point Presentation isn’t
necessary for Town Meeting since it is the last article on the warrant..
Would prefer not to distribute hand out

Committee Members reviewed and revised Stahl Letter
Cyndi will be making changes and forwarding to myself to be placed on CPC Letterhead
Richard requested that I get assessors value of land
