August 23, 2006 Meeting Minutes were voted and accepted

NORFOLK GRANGE UPDATE
Suzanne Greene gave an update of the Norfolk Grange Project
Contact other non profit organizations to get an idea as to how they organized their projects
(Nantucket and Dartmouth)
Met with Church restoration group on Nantucket
Walked through every phase of the Dartmouth Grange Project
Grange set up an internal process for managing the project, based on information they have received
Decision making process is now in place at the Norfolk Grange
State Grange hired an auditor to review the Norfolk Grange books
November 1st is the date that all property needs to be removed from the Grange
Packing date has been scheduled
Clerk of the works contract including job description is complete
Jack Hathaway explained that George Hall would have The Preservation Restriction document for the Norfolk Grange by the end of September
CPC would like to obtain a copy of Preservation Restriction when available
Work is projected to start after February 2007
CPC isn’t responsible for any aspect of the project. Our key responsibility is to make recommendations to approve projects
Chris Noonan is an expert on the guidelines that need to be followed regarding Preservation Restrictions
CPC question whether Chris Noonan would be the clerk of the works?
In order for him to be considered be needs to submit a Request for Consideration
Preservation Services in Walpole is also an interested party in over seeing the Norfolk Grange Project
Scott Dittrich would like to see a presentation at Fall Town Meeting regarding the Norfolk Grange - He is interested in updating Town Residents as to were the project stands at this time
Jane Wall will notify Jack Hathaway that the CPC would like a report submitted to Town Warrant for Spring Town Meeting October ‘06

Committee discussed review documents for the Down Payment Assistance Program. Currently they feel that the contents and process are vague. Kevin volunteered to review and make changes at our last meeting.
HOUSING PROJECTS
Scott concerned that the affordable housing applicants may not be given the opportunity to purchase units for more than a year
The contractor legally doesn’t have to sell an affordable unit until he sells at least 8 regular units.
It was suggested that there be an Applicant Meeting to explain details.
Scott Dittrich wants to review to Lottery Process - He feels that the original Lottery was poorly organized and handled
Present Committee Members are recommending that any DPAP/ Lottery Recipient requesting their 45 day commitment letter for $20,000.00 grant be furnished a letter, so they can continue in the purchase process.
(Unfortunately the lottery / grant recipients aren’t aware of all rules)
The Planning Board is proposing to change the Affordable Housing bylaw - It will appear on the Warrant
They are being written based on State bylaws model

Community Preservation Committee Options
1.) Consider charging borrower a fee to cover the Town of Norfolk’s expenses to record the Mortgage
2.) Attribute the costs as CPA expenses
3.) Deduct the cost from the $20,000.00 Down Payment Assistance Grant
4.) Town cover the cost associated with the Mortgage Recording Fees from the proceeds they receive from the sale marketable units
first three options were sent to CPC by legal
fourth option was suggested by Scott Dittrich
Scott makes a motion to send a letter to Board of Selectmen requesting that the Mortgage Recording Fees be deducted and paid from the proceeds that the Town receives from the sale of marketable units. (Option #4)
There will be a 40B Housing Project Account created at a later date for these proceeds to be deposited

Chicatabut Stub is proposed for Eminent Domain taking at Town Meeting on October 24, 2006
The Town of Norfolk will recognize right of way as a road
(George Hall wrote and Jonathon Smith did research)
What would we do differently had we known:
We would need to see a Purchase and Sale Agreement
Land would need to be Perked prior to Purchase
All Fees associated with Project would need to be estimated
Survey
Legal Fees etc.
Andrea feels that a report should be written for the purpose of notifying the Town Residents of the progress at the Weeber Property

Scott Dittrich makes a motion to accept the Promissory Note as written (dated 9/20/06) as part of DPAP written by Town Counsel

STAHL PROPERTY UPDATE
Paul, Scott, and Richard walked the property
Land offers Recreation, Open Space and Affordable Housing possibilities
Can be purchased as Conservation and Affordable Housing
Property has the ability to be fixed up with very little work
Mr Stahl is requesting that he still retain his privacy
Paul suggested writing a letter and hand delivering it to Mr. Stahl
Committee Concerns:
Would the dam located in Wrentham be purchased?
Are we creating a Town Liability by purchasing a Pond located in both Norfolk and Wrentham?
Is it possible to remove the grass growth within the pond, for the purpose of ice skating?
What is the piping that is lining the road being used for?
Should we request and appraisal on the Stahl Land?
Should we meet with Mr. Stahl to ask questions regarding his property?
Cost to purchase land? Its be estimated at approximately $250,000.00 to $300,000.00
It needs to be determined if Mr. Stahl will approve the use of land as Affordable Housing?
The exact acreage needs to be determined?
Can the Town of Norfolk pay taxes to the Town of Wrentham?
What is the impact of purchasing land in Wrentham?
Can we purchase land from the center of the stream? Is it advisable? Should we own the
we own the whole stream?
Con / Com needs to be informed of the potential purchase of the Stahl Property?
Will the Town of Norfolk Residents be interested in purchase a piece of land that is in both Wrentham and Norfolk?
The Community Preservation Committee needs to convey to the Town of Norfolk Residents that we are not purchasing land in Wrentham we are purchasing a NEIGHBORHOOD PARK that just happens to be partially in Wrentham
Betsy makes a motion to do an appraisal of the Stahl Property with owners approval
