PUBLIC HEARING   

MEMBERS PRESENT: Paul Terrio, Richard Connors, Jason Talerman, Tom Terpstra, Kevin Hughes, Andrea Langhauser, Secretary/Clerk - Michele Thoener

MEMBERS ABSENT: Betsy Pyne, Cyndia Andrade, Scott Dittrich

Meeting called to order @ 7:40

Paul Terrio opened the meeting with a brief introduction, as to, the purpose of the Public Hearing.  He continued by reading, the Down Payment Assistance Program (DPAP) Grant Award Rules, to all present candidates.

Other Terms, Conditions and Restrictions
Payback period over 5 years (20%/year),  for the purpose of protecting the Town of Norfolk, if the property is sold.  
        Legal Documents are currently being written

Qualified Applicants were asked if they had Questions prior to lottery

Bob Shannon from the Town of Norfolk Housing Authority was asked to attend the Public Hearing as and Impartial Third Party, for the purpose of pulling names, of those applicants that meet the Down Payment Assistance Program Application Process.

LOTTERY
Qualified Applicant  #  8, # 9, # 10, # 2, # 4, # 3, # 6, # 1, # 5 and # 7      
                        
First Five Qualified Applicants will be notified within 2-3 weeks.  
An official Grant Award letter will be forwarded
There is potential for an additional Lottery if approved at the Fall Town Meeting ($100,000.00)
Current Qualified Applicants will need to re apply
New Lottery Notification will be forwarded along with Application

Kevin makes a motion to accept the Meeting Minutes for July 19, 2006
Richard seconds the motion.  All In Favor  
Fund Balances

Committee Members concerned about Fund Balances
They are interested in receiving Balances for
        Housing
        Unreserved
        Open Space
        Historic
             and
        Project Accounts
Jane Wall is currently working on these balances

Recap Upcoming Motion

Committee is interested in updating motion for Town Meeting Warrant regarding DPAP.
They are also interested in having DPAP Application added to Website and having Rules and Regulations added to application.
Kevin Hughes will modify Rules and Regulations Section.
Additional Documents will be attached to package for the next Lottery.

Kevin makes a motion to change the DPAP Award Amount to be a maximum of $20,000.00 or 10% of the purchase price. (which ever is lower)

Weeber Property

Chicatabut Stub will be taken care of at the Fall Town Meeting by the Board of Selectmen
It will be on Warrant

Stahl Land

Cost to purchase land will be approximately $250,00.00 to $300,000.00
This purchase will include both the land in Norfolk and the acreage in Wrentham
Will question Bob Stahl as to whether he has any objections as to how the land is used?
Could be on Warrant Spring Town Meeting
Andrea would like to have property ranked
