MINUTES   

MEMBERS PRESENT: Paul Terrio, Tom Terpstra, Jane Wall, Betsy Pyne, Cyndi Andrade, Richard Connors, Scott Dittrich

Committee Members signed Vouchers for Payment

Submitted Vouchers/ Bills from Anderson & Kreiger.  These bills are for legal fees pertaining to the Weeber Property Acquisitions.  There was question as to the amount still outstanding?  Paul Terrio is going to look into the two bills further.

Historic Commission

Betsy Pyne brought in the final report of the Historic Survey completed by Kathleen Broomer along with three properties.

It was requested that copies be made for committee members,  along with a file copy for the Community Preservation Committee (x5)

Grange Update

Betsy Pyne reports that there isn’t a lot to report on the Grange
Town Counsel has been contact, he has been unable to reach.
 

Chicatabut

Access Road is a non event.  The property may need to be taken by eminent domain.

Town Pond Update

Tom Terpstra gave an update of the Town Pond Project.
The Phragmites have been removed.
Water Quality Testing has begun and is “good”
At Monday Nights Meeting the Recreation Department stated that they will be coming up with a schedule and time line for the Project.
Fisheries and Wildlife needs an agreement signed before they begin the next phase of their work
The New England Aquarium Dive Team hasn’t, as of yet, looked at the depths or the bottom of the Town Pond

Pond Street Complex   (Recreation Building)

Tom Terpstra located an brought with him a copy of the deed for the land @ the Pond Street Recreation Facility.  
The land was deeded exclusively for Recreation
This could make it potentially a qualifier for CPC Funds to build a Recreation Building.

It was suggested that a committee member contact the DOR to question, if it was possible, to move forward in the process, with the recreation building.
The original proposed cost of the recreation building was no a true cost (guess/estimate)
Septic System wasn’t included in the cost estimate originally proposed.

Tom stated that if the Recreation Department were to move forward, they would need funds, from the Community Preservation Committee, to design the building along with additional funds to cover the construction cost.

Betsy requested that I include,  it was mentioned at the last meeting, how the Town of Wrentham was granted $3 Million by the state for a Recreation Building and that we were going to ask Jack Hathaway about the likelihood of the Town of Norfolk applying for the same grant.

61 A Property

Richard Connors introduced to the committee a piece of property located off of RT 115, near Pine St. and Everett St.  It includes 13+ acres (near the cemetery)

Its actually a 61 B Property - it’s not a Farm but receives protection
Its owned by Bob Stahl.  
The land is all street frontage with a large amount of wetlands and a pond.  There are no buildings on the property and the land cannot be developed. “ The current owner would rather it remain un developed.”
A portion of the pond is located in the Town of Wrentham.  
If the Town of Norfolk were to purchase, it has been suggested that they purchase the small amount of land/pond in Wrentham
Purchasing land in another town with CPC Funds is possible.
Richard Connors has recommended that the Community Preservation Committee do a site walk and the owner has no objections

The land and included pond would not be swim able (due to its mud content and lack of depth).
Ideally, it would be perfect for ice skating and other outdoor activities including camping.  
The entertainment children would receive would be tremendous, due to the wildlife content in the surroundings.
There is the possibility of ample parking near the cemetery (5 to 6 automobiles), and there is an area, on the property, that could be cleared for parking.
Richard was going to look into a Site Walk on Saturday July 29, 2006 @ 9:00 a.m.

CPC Project Financial Funds Update

Paul submitted a financial statement reflecting CPC Projects.  Funds originally appropriated, funds spent and available balances were all included.

Paul would like to have all projects submitted to the website.  With a brief description of the project and the amount of funds that have been allocated to each. He is interested in keeping a running balance of funds spent and would like the website figures updated monthly reflecting those balances.
Projects should also be categorized by Project and Department Involved (Recreation, Historical, Open Space, Affordable Housing, Conservation etc.)
Jane Wall suggested that she can obtain the balances on the accounts.
The Original Appropriations she may not be able to locate.(may have to revert back to 2002)
There is a good possibility that the Original Appropriations are in the CPC hard copy files.
Funds are added to the CPC Accounts as taxes are collected.
Any unused funds in a given Project revert back to the CPC and the Account they were originally appropriated from.

Betsy made a recommendation that no bills be paid out of the School House Restoration Account until the work is complete and correctly performed.

Committee Members made a decision to reserve “4" Warrant Article Spaces

 
Affordable Housing Lottery

Scott Dittrich spoke to the committee regarding the meeting that took place on Thursday June 22 with the representative from Borelli’s Organization.  
He vocalized his concerns and dissatisfaction with the presentation that was available to potential Affordable Housing Participants.
The presentation was extremely poor.
There was No Open House, Pictures or Drawings, so that those interested could view the units.
Borelli wasn’t present.
Applicants are minimal - very few people have applied.
Borelli’s Representatives communication with the Housing Authority has been poor, there has been virtually no communication.
The explanation of the Lottery qualifications and guidelines are vague and were poorly explained.

Housing Authority

The Housing Authority is interested in requesting $400,000.00 @ Town Meeting for the purpose of purchasing homes and reselling as affordable housing.  With all proceeds reverting back.  
These homes would be deed restricted
The purpose is to give the Housing Authority the ability to purchase homes throughout the Town of Norfolk.
This is a creative way of creating Affordable Housing.
