Were voted on and accepted as amended. They are as follows:
April 19, 2006 - Richard Connors makes a motion to accept

Previous meeting minutes will be amended, a final draft will be forwarded to Cyndi Andrade for approval and signed.
Committee Members signed several vouchers for payment
Affordable Housing Lottery
Applications are confidential and should not be discussed during meetings
Meeting for those interested in 40 B Project scheduled for Thursday June 22
Borelli hired an individual to explain details of Affordable Housing Lottery
Deadline for Lottery is July 28 - all documentation needs to be in and complete
Lottery will be held on August 1, 2006
70% of units will go to individuals with Norfolk Ties
Live in Norfolk currently
Work for Town of Norfolk
Work in the Town of Norfolk or
Parents or Children live in the Town of Norfolk
(there will be discretion taken based on individual applications - all situations will be reviewed)
Qualifications:
Needs to be a legal tax family
Must fall within the income guidelines
Must be First Time Home Buyer
Assets can not exceed $50,000.00

There are potentially 5/ $20,000.00 Down Payment Assistance Grants
The first time this opportunity arouse there were only 7 applications submitted
Applicants interested in Affordable Housing and DPAP need to fill out both applications
The definition of First Time Home buyer was addressed
Application Deadline is July 28, 2006
Applications will be reviewed as submitted
It was suggested that advertisement be submitted to:

Announcement should stipulate that there are “ONLY” 5 Grants Available
Letter should be generated to each applicant of denial or acceptance with clearly stated deadlines
Award letters should be sent out in conjunction with Lottery
This is first phase - there will be additional units available at a later date
Unfortunately the $100,000.00 or 5 / $20,000.00 available could be used in the first phase

Recreation Committee / Recreation Building
Tom Terpstra interested in discussing options for recreation building
Anne feels that the Town of Norfolk needs a Recreation Building @ the Town Fields
Old Town Hall is an option for alternative storage space
It will not fulfill the needs of the recreation department or its participants
Nor is its location feasible
Renovating Old Town Hall could become costly
Airport Property is an option - it should be re approached for purchase
It is a large space
Undeveloped
Perfect for Recreation Facilities
Conservation
Historic Leland Hall across the street
Property Value has decreased since original proposal (% unknown)
$1.6 Million was offered previously by the CPC
Scott Dittrich feels that the CPC should go to Town Meeting and request funds for the Recreation Building
Richard Connors made a statement that he believes that the Community Preservation Committee should preserve its funds, for the purchase of Open Space, for the use of all Town Residents.

Listing National Register Nominations and Four Historic Districts in the Town of Norfolk

Richard questioned if the report will be available to review
Betsy has agreed to make a copy of the report for the Community Preservation Committee
Pond Project
Water Testing will start June 1, 2006 (it will take place weekly)
Massachusetts Fishing and Boating will be checking the fishing
(Dave Cameron - Public Access Board)
Norfolk County will survey the land
N.E. Aquarium Dive Club will be accessing Town Pond
They will be checking the depths and
They will be reporting to Recreation what is on the bottom of the Pond
(Autos, Bikes, and Other Bulk Items)
Brush clearing will begin in August or Early Fall (After water testing is complete)
Phragmites Removal - Letter of Intent / Notice needs to be drafted ASAP
When swimming will begin is currently unknown
Weeber Property Extension Access
Access to Weeber Property is still in dispute
Scott Dittrich is working to get funding for a road at that access point. He is reluctant to start testing on the land prior to clearing the Title.

Town of Norfolk has domain over land - closing without title cleared is not a concern
Land will eventually clear
Planning Board will work to clear Chicatabut Stub
CPC Goals and Plans
There was a brief discussion regarding the Community Preservation Committees goals and plans for the up coming year. After discussion it was decided that the committee should schedule a separate meeting for this purpose. That meeting has been scheduled for July 25, 2006 @ 7:30 (it has been scheduled and posted on the Town Website Calendar)
Election New Officers Fiscal 2006
Existing and present Community Preservation Committee Members elected Officers for the up coming Fiscal Year. They are as follows:
Paul Terrio will continue as Chairperson
Andrea Langhauser will continue as Vice Chairperson
Cyndi Andrade will Clerk
Kevin Hughes makes a motion to accept
Richard seconds the motion
