MINUTES
MEMBERS PRESENT: Richard Connors, Cyndi Andrade, Tom Terpstra, Paul Terrio, Betsy Pyne, Kevin Hughes, Andrea Langhauser
MEMBERS ABSENT: Scott Dittrich
Paul Terrio called the meeting to order @ 7:40 p.m.
PUBLIC HEARING - TELEVISED
Paul does a brief introduction explaining the reason for the public hearing. Each committee member introduces themself and the area they represent.
Paul then reads each article as written in warrant
Article 24 - no comments or concerns
Article 25 - no comments or concerns
Article 26 - no comments or concerns
Article 27 - this program has been in place for three years
- there has been interest in the program
- lack of affordable housing in Norfolk
- 40 B projects increasing
- program interest will increase
- account is not accumulative - funds revert back to where they originated from
- information is available online (should be shortly)
- information will be in Town Clerks Office
Article 28 - supported by the Community Preservation Committee
- Suzanne makes a presentation on behalf of the Norfolk Grange
- Restoration project has been in place for approximately one year
- #1 historic building in Norfolk
- open to the public
- gem of the community
- asset to the Community and residents of Norfolk
- listed on the National Register of Historic Buildings
project description and requested funds on file with CPC

Article 29 - Anne Proto and Todd Chisolm
- funding changes have been requested since the advertising of the Warrant Articles
- funding will increase from $85,000.00 to $109,995.60
- there will be a substitute motion
- Town Pond project has potential
- Water Quality will be tested through the summer of 2006
- work will be complete by Summer 2007
- current water quality is excellent
- Town Pond is located behind the Old Town Hall
- in the past it has been used as a Swimming Hole
- Ann Proto supplied hard copy of Presentation the Recreation Department will be making at Town Meeting

Article 23 - Administrative/Operating Budget
- budget needs to be increased
- unforseen expenses were incurred due to land acquisition
- inter department transfer of funds is allowed to cover expenses

Jonathan Smith contributes to meeting
- The focus tonight is to concentrate on the project itself.
- There is a question as to whether the article needs to be rewritten?
- Weeber Closing is scheduled for March 27, 2006
- No voucher is required to transfer funds for Land Acquisition ($445,000.00)
- There was only one purchase and sale agreement
- Community Preservation Committee was under the assumption that they had the right of way to reach the Weeber Property
- access to affordable housing lots shouldn’t be a problem
- abutting neighbors need to share right of passage to Weeber Property
- if necessary the town can take the land and require neighbors to share the right of way
- there was a question as to whether an Article needed to be written when the land is turned over to a particular committee (BOS, Com Con, Historic etc)?
Town Pond
Sub motion needs to be written in compliance with what will be done at the Town Pond. The Town Pond hasn’t been used for more than 18 years as a place for swimming. Because of that, the Community Preservation Committee and Recreation Department need to create the Town Pond as a swimming area and then they need to preserve it.
There was a concern mentioned as to why the Conservation Committee wasn’t present at the site walk on April 1, 2006 @ Town Pond.
The Land at Town Pond is deeded to Conservation Committee.
Larry Harrington may be returning to the Community Preservation Committee as Conservation Committee Member.
**It was suggested that Town Counsel - George Hall assist in writing Articles**
Next Meeting posted for May 8, 2006 @ 7:30 p.m.

Jack Hathaway will be transferring $15,000.00 into the Administrative/Operating Budget to cover unforseen spending due to the acquisition of the Weeber Property.
