Paul Terrio called the meeting to order @ 7:40 p.m.

Corrections made on previous minutes as requested
Several members questioned the Down Payment Assistance Program
Guidelines and Procedures need to be clarified

Weeber Costs and Items
Butch Vito re: Weeber Property
Spoke with George Hall was informed that the Site Survey on the Weeber Property needed to be done within three weeks at a cost of approximately $24,000 to $26,000. There is the possibility of extending by 30 days.
Butch is in the process of trying to reduce the cost associated with the Site Survey to between
$15,000 and $20,000.
Site Survey Cost was mentioned in the Purchase and Sale. Unfortunately the CPC doesn’t have a final copy.
Extra Cost associated with the Weeber Property will need to come from the Administrative/Operating Budget.
The opinion of the committee is that Town Counsel should have for seen the additional cost and informed the CPC of those costs.
Currently there is a limited amount of funds in the Administrative/Operating Budget to cover costs.
There is the possibility, of requesting, the Town to vote to add additional money into the Administrative/Operating Budget to cover cost associated with projects that arise throughout the Fiscal year that are unforseen.
Community Preservation Committee agreed to pay for the Appraisal

Andrea questions if there is any additional cost to establish ownership of land off Chicatabut?
Chicatabut right of way. There may be a legal taking?. There may be required documents that need to be filed with the County? A road needs to be designed for the housing lots? Two lots need to be created? Cost of Subdivision plans? (3 lots - 2 house and 1 open space)
Community Preservation Committee is interested in a round about figure to get the land to the point of build able (all cost)
How do we pay expenses if the CPC depletes the Administrative/Operating Budget?
The CPC needs to propose to increase the Administrative/Operating Budget?
Need to get copy of the Final Purchase and Sale Agreement, Closing Date, and Final Closing Cost Figures
Could we also get from Town Counsel a list of any additional costs that could occur due to the purchase of the Weeber Property

Town Pond Project

Butch Vito will act as project manager
Site Visit - need copy of visit report
New Project Costs/Estimates -on file with CPC
Conservation has looked into use of the Town Pond Area in the past
Drainage Project Fiscal Year 95/96, set Town Pond Project Up.
Boy Scouts built a bridge over the brook
St Judes cleaned the land and provided the parking.
Analyzed the installation of lighting/power on one side of the Pond.
All safety aspects need to be ironed out.
Recreation would like to start the Town Pond Project in July of 2006. With a completion date of SUMMER ‘07.
Testing will begin in Summer of 2006 on the Water Quality. Is the Pond swim able?
It has been determined that if the water quality is not ideal for swimming the proportion of the money designated for swimming will not be spent
Betsy questioned if it was possible to spend $50,000.00 with out swimming? YES
There are residents that are not happy with the possibility of swimming in Town Pond.
If the water quality is found to be unsuitable should the Town Pond Area be made into a Park?
Recreation is in the process of putting together a maintenance budget. They are not asking for any money to maintain the Town Pond. The requested $109,995.60 is the cost of the project.
Community Preservation Committee will do an introduction at Town Meeting regarding the Town Pond Project
Walkways
Target finish date May 1st 2006 (Loam and Seed)
Would like to requested to use the remaining money in the budget for walkway lighting.
Tramp House
Betsy requested/proposed that a sensor light should be placed at the Tramp House to protect the building from vandals?
Norfolk Grange
Suzanne & Georgia have been invited to make a presentation at the meeting.
Paul read an email sent on March 23, 2006 - email on file with CPC
The email was questioning who would have the right of first refusal if the Norfolk Grange were to be sold?.
Massachusetts Grange would have the right of first refusal
The Town of Norfolk would have the second right of refusal
50 year lien
The Town of Norfolk would recoup its investment if the Massachusetts Grange were to purchase under the right if first refusal
Suzanne is in the process of setting up a Norfolk Grange Website
Website will:
Show different parts of the Grange
Describe Project being proposed
Calendar of events etc.
The Norfolk Grange is in the process of putting together an advertisement that will be placed in the Boomerang. The purpose of this is to make the Grange more visible to the residents of Norfolk. Suzanne and those involved would like the residents to be aware of how important this building and its history is to the Town of Norfolk.
There is not a lot of opposition to the Norfolk Grange
Suzanne will do presentation at Town Meeting
By securing funds from the CPC the Grange hopes to receive additional grants from the State of Massachusetts
Betsy has suggested that the Historic Commission put together a presentation for the Grange to show their support of the project, along with the Community Preservation Committee.
Presentation shouldn’t be more than 5 to 10 minutes
Next Meeting will be a Public Hearing (March 26, 2006 @ 7:30)
