PREVIOUS MINUTES
Community Preservation Committee members review previous meeting minutes of February 15, 2006 and February 22, 2006. Committee members made required changes to previous minutes prior to Final Draft.
Scott Dittrich makes a motion to accept minutes of February 15 and February 22, 2006 as amended.

AFFORDABLE HOUSING UPDATE
Scott Dittrich updates the committee on the Habitat for Humanity Project proposed for the 6 acres of land on Weeber Property.
Scott did bring it to the attention of members of the committee that there is a Housing Authority Meeting with Habitat for Humanity (Southeastern Hockomock Division), scheduled for March 16, 2006 @ 7:00. There will be representation there from the Planning Board, Board of Selectmen Office, Highway/Municipal- Butch Vito, Building Inspectors Office - Bob Bullock He is encouraging a members of the Community Preservation Committee to attend.
The Goal of the meeting is to:
Figure out the feasibility of building the two homes on the proposed land and what concessions the town can make, under regulations, in putting a road in.
Exploring the possibility of having a 200 foot street versus a 500 foot street (longer driveways)
Habitat for Humanity will fund the entire project
They will not cover the expense of placing the road or utilities
Lottery Agent has been hired to handle application process
Lottery winners will be allowed to finance 100% of Mortgage
Size of home is based on family size of lottery winner
Lottery winner will be required to contribute 500 hours of man power
$1,500 to $2,000 will be required out of the Operating Budget to perc land
Land is in the process of being surveyed by an engineer
Lottery will take place as soon as the land is approved and is build able
Scott makes a motion to request the committee to approve a $4000.00 expenditure out of the Operating Budget to cover the cost of percing land.

HOUSING AUTHORITY
Has accepted the job as Lottery Agent for the first 40B Project in Town
First Unit up on Hill Behind Town Hall is slated as a 55 and over unit
Second Unit up on Hill Behind Town Hall is slated as a Family Unit
There will be a Lottery for these units
Selling Prices will range from $180,000 to $190,000 - 55 and over
Selling Prices will range from approximately $200,000 - family unit
There is a formula to calculate eligibility
Income guidelines
Not Low Income Housing
Housing Lottery Process will not be simple
The Housing Authority has hired a Lottery Specialist to handle Lottery process
(Rules are different for 55 and over and family units)
There are:
7 - Family Units
4 - Affordable Housing
16 - 55 and Over
70% of units are for Norfolk residents and/or minorities
(Guidelines for the Norfoik Lottery will be available at a later date)
DOWN PAYMENT ASSISTANCE PROGRAM
Required down payment is 3% (at least) *this topic will be addressed at the next meeting
Community Preservation Committee needs to make a decision regarding Down Payment Assistance Program.

Should the Down Payment Grant remain @ $20,000.00 or should it be reduced to $10,000.00
(to allow for more applicants being granted money)?
The Norfolk Fiscal Year ends on June 30, 2006 and Fiscal Year 2007 begins on July 1, 2006.
Should the Community Preservation Committee vote to carry over the $100,000.00 allocated for 2006 to fiscal year 2007. Allowing for a beginning balance in the account of $200,000.00?

TOWN POND
The committee continued discussion regarding Town Pond. It is felt that the Town Pond Project is under funded. There is going to be additional money required to get the Town Pond Project complete. It has been suggested, that a site visit/walk, be conducted of the property. It has been tentatively scheduled for April 1, 2006 @ 9:00 a.m.
Topics of conversation included:
Phragmites removal
The need for the pond to be drained, cleaned, combed and free of pollutants.
Email from Paul Terrio: CPC is conducting a site walk of the Town Pond on April 1, 2006 @ 9:00 a.m.with Butch Vito and Anne Proto of Recreation.
NORFOLK GRANGE PROJECT
The Community Preservation Committee feels that the Right of First Refusal needs to be further discussed.
There needs to be a motion drawn to protect the interest of the Community Preservation Funds
($335,000.00)
Lien on Property for $335,000.00, entitling the Community Preservation Committee and the Town of Norfolk, the ability to re coop their investment.
Historic Preservation Restriction, in perpetuity will be signed, between to Town and the Grange if the grant is awarded
