MINUTES







MEMBER PRESENT: Paul Terrio, Allan Shaw, Tom Terpstra, Andrea Langhauser, Scott Dittrich, Kevin Hughes, Richard Connors, Betsy Pyne and Cyndi Andrade

Meeting called to order @ 7:35 p.m.

Recreation Building

Received clarification on the Recreation Building.  At this time, the CPC will not be pushing the construction of the building through.  Recreation building is not eligible for CPC Funding. It will not be placed on the ballot.

The Committee referred back to a letter dated June 11, 2002.  

The Recreation Building can be revisited at a later date.  If new information is provided that is acceptable as an allowable use for the facility. It has been recommended that the Recreation Department come up with a proposal with greater detail.  

Based on the letters from DOR, the project should not go forward at this time because it is not a legal use of CPA funds.  Taking into consideration the information received and submitted from the Recreation Department.

Betsy makes a motion, based on recommendations of Town Counsel (George Hall), to vote on the Recreation Building Project.
As a committee a vote was taken:
Four Committee Members in Favor - Paul Terrio, Scott Dittrich, Kevin Hughes, Tom Terpstra
Five Committee Members Opposed - Betsy Pyne, Richard Connors, Allan, Shaw, Cyndi                                                   Andrade, Andrea Langhauser

Grange Project

Guest/Presenter: Suzanne Green

Suzanne Green is returning to update the committee on the information she has received since February 15, 2006 Meeting.

Contacted Dorie Pizella at the Community Preservation Coalition, the review the Norfolk Grange Budget.  Dorie Referred the Grange to Chris Noonan.  Chris is an Historic Preservationist.  The Norfolk Grange made a decision the secure Chris Noonan’s service, as a Historic Preservationist.  

Requested information from the Department of Revenue, Kathleen Colleary, regarding the Norfolk Grange Project.  

Met with Susan Frechette, she is an historical landscape and site specialist.  She subcontractors for Chris Noonan        

Spoke with Massachusettes State Grange.  Made arrangements to be at their next executive meeting, to keep them abreast of what is transpiring at the Norfolk Grange.  With the hopes of receiving assistance from them at a later date.

His recommendations are as follows:

Wants to adjust the budget, suggests it needs to be flexible
More money should be spend on the preservation of the Bell Tower
A/C should be placed on hold
Construction Supervisor Cost 10-12% of Total Project
Paving allotment needs to be shifted to building construction and carpentry
Chris is very interested in working with the Norfolk Grange.  He feels his historic preservation experience coupled with his construction knowledge, will have a positive impact on this project.

Conflict of interest was questioned?  Chris will be supervising the project, he will not be doing the work.

Kevin makes a motion to amend the original funding of the project.  The committee would like to increase to funding to $335,000.00.
Original funding was $300,000.00

The Norfolk Grange Project will be presented at Spring Town Meeting

Paul makes a suggestion that Suzanne attend the next Advisory Board Meeting

Town Pond

Guest/Presenter: Ann Proto
Anne Proto is returning to update the committee on information she has received since the February 15, 2006 Meeting.  
The Recreation Department put together an estimate, of the cost, to re open the Town Pond.

Town Pond has been closed since 1988 due to money constraints.

Betsy questions the pollution problem.  She interested in knowing if there are any solutions to the pollution problem and if the recreation department has money in the budget to maintain the facility.

The recreation department is aware that the water at the pond will need to be tested and treated regularly.

There are still a lot of unanswered questions surrounding the Pond.

Tom Gilbert’s name was mentioned as an individual whom may be able to answer a lot of the questions.

Ann presented the Community Preservation Committee with an estimate of the costs associated with the project.

If the project were to proceed it would be a joint effort between the Norfolk Recreation Department and Massachusetts Fishery and Wildlife.  Norfolk Recreation Department will oversee the project.  

The Pond would be self funding.  An admissions fee would be charge for swimming.  There would be no additional cost for fishing.  The hours of operation will be posted to differentiate fishing times vs swimming times.  

Additional costs were discussed to add  fencing along the railroad tracks for residential safety.

Kevin made a motion to place the Town Pond Project on the Warrant in the amount of $85,000.00

Paul brought committee up tp date on the information Lou requested from the Community Preservation Committee.
