Andrea Langhauser was acting Chairwomen in Paul Terrios’ absence. She started by, presenting the Article Warrant, regarding the Weeber Property.

Article 1 Submitted by the Community Preservation Committee
To see if the Town will vote to authorize the Selectmen, on behalf of the Town, to acquire by purchase pursuant to a right of first refusal arising under M.G.L. Chapter 61, Section 8 that portion of the Weeber Property, so-called, consisting of the 11.23-acre parcel off Churchill Road shown on Assessors Map 16, Block 34, as lot 228, and a second parcel containing 17.5 acres off Chicatabut Road being the northerly portion of the parcel shown on Assessors Map 16, Block 34, as Lot 141, such land be acquired for such purposes, and held in the care, custody and control of such board or departments, as the Town may specify for purposes consistent with the Community Preservation Act and in connection therewith, to appropriate the sum of $446,000 from the Community Preservation Fund established under G.L. C. 44B to pay the cost of such acquisition
and for all other costs incidental and related thereto, or to appropriate all or a portion of such necessary funds by transfer from funds previously appropriated to other accounts, or by borrowing, or to take any other action relative thereto.

$445,000 = cost of land
$1,000 for incidentals (recording fees, other closing costs)
Community Preservation Committee should authorize obtaining an appraisal for the purpose of assuring that the land is worth at least $445,000, and funding this out of their FY’06 Operating Budget.
Richard Connors feels that the Community Preservation Committee should have some idea as to how the Weeber Property is going to be utilized prior to Town Meeting.
The use of the land should also be defined prior to Town Meeting.
Andrea made a suggestion that each CPC Member, thinks about how they feel the Weeber Property be utilized.
As a committee, we need to iron out a use for the Weeber Property as well as a time frame.

Question was addressed, as to why George Hall felt that the CPC should get an appraisal of the Weeber Property.
Jim Lehan is going to have the Board of Selectmen check with George Hall as to his reasoning on this?
The Warrant Article and Advisory Board Recommendations will be mailed to Town of Norfolk Residents.
