MEMBERS PRESENT: Paul Terrio, Kevin Hughes, Tom Terpstra, Andrea Langhauser, Scott Dittrich, Betsy Pyne, Richard Connors, Jeff Kane

MEMBERS ABSENT: Cyndi Andrade

Joint meeting between the Board of Selectmen and Community Preservation Committee called to order at 7:35 p.m.  

Board of Selectmen introduced by Ramesh

Community Preservation Committee introduced by Paul Terrio.

Norfolk Resident presents the Board of Selectmen and Community Preservation Committee with a Petition signed by more than 477 residents in all four Precincts, requesting that the Town of Norfolk purchase the Weeber Property with Community Preservation Committee Funds

Reasons:

To Preserve 28 Acres of Contiguous Land
To Preserve and Conserve the Integrity of the Wetlands and its Ecosystem
To Preserve and Conserve Open Space
To Preserve the 28 Acres for Passive Recreation for the Town and Future Generations
petition and signatures will be attached and on record with CPC

Introduction:

Each Member of the Board of Selectmen, independently spoke, regarding the Weeber Property.

Suggested going to Town Meeting and allowing voters decide
Would like to see affordable housing on Weeber Property
Drainage issues a concern
In favor of Public Hearing

John Davies - Board of Selectmen
Feels that the purchase of Weeber Property by the Town of Norfolk using CPC Funds will make a statement and set a precedence for years to come.

Ramesh recaps

That the Community Preservation Committee should purchase the Weeber Property for the Town of Norfolk.  He feels that the CPC has an obligation to think about residents.  Drainage concerns off the Weeber/Ferne Ridge still a large concern coupled with the ability of the Town to provide services to an area that is difficult to access.

Kevin discussed that possibility of other projects needing funds

Richard questioning who will control the land after purchase

Betsy feels that the CPC should purchase the Weeber Property

Andrea feels that it’s available for purchase and the CPC should use funds for that purpose

Tom makes a motion to exercise the Towns Right of First Refusal of the Weeber Property to be used for Recreation, Open Space, and Affordable Housing.  Number of affordable Housing units to be determined

Betsy seconds amended motion

Kevin makes a statement that he is not interested in purchasing the Weeber Property.  Feels that the CPC should allow the developer to purchase the land and that the Town should accept the Open Space, Wall Street Development Corporation is willing to relinquish.

Richard Connors wants the land to benefit the entire town not just one individual group of residents.

Scott Dittrich is in favor of allowing Wall Street Development Corporation the right to develop the Weeber Property.  He is also in favor of receiving 20 acres of Open Space and Affordable Housing at no cost to the Town of Norfolk.

Wall Street Development Corporation requests to withdraw.
