Paul Terrio called the meeting to order at 7:35 p.m. The committee voted to accept the minutes of November 16, 2005.
Weeber Property
Discussion continued regarding how to proceed with decision regarding Weeber Property. Board of Selectmen member Jim lehan-addressed the committee. Jim answered questions and discussed concerns with members as to how they should proceed. Andrea Langhauser mentioned a valid point regarding the CPC and its original purpose. She had hoped that, Wall Street Development Corporation, would have contributed/donated a buildable lot to fulfill the affordable housing portion of the CPC criterion.
Paul read to the committee a statement from the Board of Selectmen.
Paul made a motion to endorse statement. Andrea seconds the motion. Two members opposed. Scott Dittrich and Tom Terpstra
Jim Lehan and the Board of Selectmen did state that they would not enter into a binding agreement regarding the Weeber Property. Due to the turn of events at Cottage Street, the Community Preservation Committee wants to receive one lot at in Ferne Ridge.
The committee chose not to attend the Planning Board Meeting at 8:00 p.m. Andrea did excuse herself to attend.
Recreation
Tom Terpstra submitted two proposals from the Recreation Department
1.) Pond Street Complex
2.) Town Pond
Pond Street Complex - Norfolk recreation needs a building at the Pond Street Recreation Center including restrooms, a concession area and office. Making it possible for the Town of Norfolk residents to fully and safely utilize to Complex. Conceptual plans are available.
Several Questions were raised:
Jeff was concerned as the how and were the funds would be draw from - General or Allocated? How would dollar values be determined and adjusted? From which accounts?
Would the Project be funded over several years?
How would the building be constructed?, Would it conform to the atmosphere of the facility?
At this time, most questions are unanswerable. There are a lot of details that still need to be ironed out. Including a Design Committee.
Tom is going to provide a more detailed description of the project at a later date. Details will include square footage, elevation, specs and a time frame just to name a few.
Paul questioned what the CPC could do to assist?
Kevin made a motion to accept, Jeff second the motion

Betsy - opposed.
Town Pond - Norfolk Recreation is interested in investigating the use and public access to many of our ponds. An important part of revitalization is the resurrection of the Town Pond as a swimming location for Norfolk residents.
Town of Norfolk residents could see benefits almost immediately. Being submitted for consideration. Time constraints do exist. Phragmites need to be addressed in spring to prepare the facility for swimming season.
Question raised as to the consequences of herbicides to natural surroundings? Again, a lot of details still need to be ironed out.
Paul made a motion to purchase laptop computer, printer, fax machine, telephone, answering machine, wifi network and filing cabinet. Cost cap @1,200.00. Jeff seconds the motion. All in favor.
The Community Preservation Committee officially has an office on the 1 st Floor in the Town Hall.
