Present was Robert J. Garrity, James M. Tomaszewski, James C. Lehan, Jack Hathaway, Town Administrator and Marian Harrington, Executive Assistant.
Rob Garrity called the meeting to order at 7:03 p.m. Rob announced that this meeting is video and audio taped. Jack Hathaway read the agenda contents.
DOROTHY STROHL
Dorothy Strohl was present. The Board of Selectmen presented her with a Proclamation in honor of her recent retirement. Dotty had worked for the Town for over 23 years in part time administrative capacities including the Board of Selectmen, the Board of Assessors, Accounting, Personnel Board and most recently for 15 years for the Advisory Board. The Board congratulated her and wished her well.
ECONOMIC DEVELOPMENT COMMITTEE
Bob Nicodemus and Walter Byron of the EDC were present. They discussed the newest draft by Town Counsel of the wastewater article, and Bob had copies of plans he presented. He said a change is needed to Sec. 9 of the Wastewater article.
They told the Board they will be meeting with the Advisory Board on Wednesday to review their articles.
They will be meeting with property owners next week. Jim T. asked when they meet with various businesses. Bob said Monday the 11th.
Information will be electronically sent to the Selectmen and Jack.
WARRANT
Jim L. is working on the noise bylaw, but for now we will use town counsel’s version of the noise article. We will also add the CPC’s article to purchase Gump’s Farm.
Jim Lehan moved to close the warrant. Jim Tomaszewski seconded, and it was so voted.
The Board then reviewed the warrant. Jim L. and Jim T. both urged the Energy Committee to have strong financials around this article.
TOWN ADMINISTRATOR REPORT
Jack said he has had conversation with the buyer in NJ of Caritas and with Bill Fleming, and everything is going forward. One condition of the offer was that the buyer would take 12 mos. or more to close. They want to do engineering, work on remediation, etc.
Once the offer is accepted, one of the first ones they want to talk to is us. They will want a town meeting for zoning changes. Traditional residential with mixed use.
Jack said he spoke with Art Roberts today regarding funding programs.
Jack said residents from Boardman St. contacted him today regarding the traffic. It has escalated a little bit. They are trying to find solutions to traffic backing onto Rockwood Road in the afternoon/morning. Jack finds sidewalks as a long term solution. Traffic is faster now that the road was paved.
Jack said they have the ambulance meeting on Wednesday. Our “new” ambulance needs to be put as a second. They plan to bring the video and mention all the medical issues, gas, etc.
Jack mentioned the $75,000 grant to look at three towns dispatch to see the cost of putting these together. Norfolk County is putting all dispatch together.
Rob announced the KP School Committee was meeting tonight on the teachers’ contract. He said parents need to pay close attention and try to get to some of those meetings. There are serious issues going on with students.
Jack mentioned Dittrich’s having the 9-11 monument reconstructed and repaired. They are doing fundraising, and he hopes everyone will help. Rob asked about tax deductible. Jim L. said they need to do it through a 501C3 to get the break.
At 8:20 p.m., being no further business, Jim Tomaszewski moved to adjourn the meeting. Jim Lehan seconded, and it was so voted.
