Meeting Minutes

Meeting called to order: by Sarah Del Mastro at 7:32pm, in Room 25, Town Hall
Business:
1. Approve minutes for Jan 24, 2007 as amended. Motion made by Rob Garrity. Seconded by Bill Crump. Approved by unanimous vote.
2. Letter from DHCD – official update to SHI shows Norfolk at 3.89%. Also includes information on a DHCD public meeting to discuss recently published Analysis of Impediments to Fair Housing Access (AI) scheduled for various dates in February.
3. Affordable Housing Plan – Steve said the Planning Board did not meet last week but he will follow up with Gino at Feb 8 Planning Board meeting.
4. After lengthy discussion the following language was proposed for the warrant article to seek approval of Affordable Housing Plan: “To see if the Town will approve the Affordable Housing Plan as prepared by the Affordable Housing Committee or take any other action relative thereto.”
Proposed by Rob Garrity, seconded by Bill Crump. Approved by unanimous vote.
5. Sweetland Farm property is available for $1.00 if we had a location that it could be moved to. Research would need to be conducted to determine feasibility and the project would require funding for relocation and rehabilitation. Bill Crump will follow up and explore this option.
6. Affordable Housing Trust Fund – Members were supportive of having the town consider the option of transferring funds from CPC to AHTF to enable more flexible funding of affordable housing projects. If the town wishes to propose this at Spring Town meeting, it should be addressed with the CPC at their next meeting (Tues, 13th Feb). Sarah will follow up with Jack Hathaway to determine if there is interest in this option.
7. Cottage Court – After general discussion about the history of this project, it was determined that it might be feasible to propose development of this parcel as a Local Initiative Project. Bill Crane will research the background on this project.
8. Sarah: Assessors office can create a report to provide us with an inventory of Town owned land. Sarah will request the report.
9. For consideration for next meeting… Planning for a presentation on affordable housing which will be delivered at a public forum in conjunction with Master Plan SC.
